I don't see how the second sentence can be true for bike tires--especially sewn-ups/glue-ons which have no beads and are not trapped in any way by the rim which basically looks like |______| with a little rounding at the lower corners. The tires are donuts, often now just one piece but traditionally a tube inside a treaded outer skin, with the outer skin sewn together and that sewn seam sitting against the rim--but glued to prevent tangential slipping. Such tires are usually inflated to 100-150 psi. Getting a flat means that you pull the deflated tire completely off the rim and replace it with a spare that can be attached in only a few minutes, without tools.
