Looking at average temperatures (by month) for a number of northern US cites it appears that the hottest temperature is in July or August, and the coldest in January or February, so it is about halfway between "midnight" (solstice) and "dawn" (equinox).

I wonder about this one: it's comparable to saying the coldest hour is
midnight: when I would rather believe the coldest hour is the one
before dawn.
