maybe on the university level, but in a public school, especially an urban public school, too often who gets the plums is determined by the good ole' boy (or girl) system... from the superintendents on down, the system is rife with corruption and greed... fraternity or sorority membership often trumps good work. merit pay based on who gets along with the administrators better or what common clubs they belong to. the best teachers are sometimes the ones they want to get rid of first because they cause waves to ripple throughout... disinterested parents and rowdy students who do not want to work hard will be the first to complain and, soon, out the door go the best teachers, to be isolated in the poorest performing schools with the most behaviorial problems.
