According to an account and pictures I saw today, there is an elevated walkway into the
prime reactor/cooling tank area, which is completely surrounded by flood-water in
the Venetian manner - and less important buildings have been left to flood.
They are determined to keep water out of the prime facility "no matter how high
the sandbags go" - which I found chilling.
