Nuclear winter presupposed a population center exchange.  The secondary fires are the cause not the weapon itself.  Think of all the gasoline fires** and rubber and wood smoke.

** Gasoline storage also.

bc recalls they are thermo not blast primarily, and exchange will solve two problems:  warming and overpop.
