Well, I answered my own question. I had searched for other sites and found a different URL for the same data:
http://paces.geo.utep.edu/gdrp/Search.aspx
This site helped me to know what format I was to enter the data, but the heading for the observed value in the web interface does not say "ObsGrvLess976000mg" as the text file format of the site John Denker first gave. When I went back to that site with my correct lat/long data, then it worked and I saw the heading.
