Ah, yes, Chuck. Although no one knows for sure, but it is my opinion that
the Moon _is_ "locked in" because the ancient Moon Tide due the Earth
became frozen in with the tidal bulge facing the Earth -- This while the
Moon was uniformly more fluid. Now the Earth Tides are doing work on the
Moon and decreasing its energy, but the torque on the Moon keeps one side
approximately facing the Earth.
