Hugh's comments are very much on the mark. The Cato Institute
promotes a political rather than a scientific point of view (in this case a
quite conservative point of view). There is nothing wrong with that
provided you realize that the statements they (and similar groups across the
political spectrum) issue are political statements not scientific statements
even though they may be couched in scientific language.

Scientists who work for these outfits often check their objectivity
at the door on their way in. Be wary of what they have to say.
