For low frequencies (and DC) mobile charge carriers convey current
throughout a wire. At high frequencies the current is carried in
the surface of the wire. To tell what is high and what is low you
must calculate the electromgnetic skin depth for the type of wire
you are considering. If the calculated skin depth is much larger
than the diameter of the wire the frequency is low, and so forth.

I spent some time looking at the web for a suitable reference and
found none. Get a Junior level E&M book and look up "sklin effect".
