  Effective initiation is much harder than maintenance.  A few years back,
some Bucknell students thought it would be a good idea to institute such a
code since cheating is continual problem here.  Put to the vote, the
proposal was soundly defeated by the STUDENTS.  With that kind of support
it was realized it wouldn't have worked.
  Might check with your student body.  Many would prefer to have limits
set for them rather than have to discipline themselves.  Sad but true.
