While this true in part, but conventional brakes are still used in hybrids
or electrics especially when extreme braking is needed or the battery is at
capacity.

According to the Wikipedia "Traditional friction-based braking must be used
in conjunction with mechanical regenerative braking..."
It lists the reasons for this need. So regenerative braking is only
partially used and there is a need to throw away some kinetic energy as
heat.

Only part of that story - remember that it never idles and
the brakes don't heat, instead charging the batt. is the
braking, also down hill charges. I suspect that no matter
the condix. an all electric is better, and a hybrid is a
very much so.
