I see my problem. I was assuming the goat would tunnel under the wall, but the goat could tunnel *through* the wall, which would require an entirely different behavior from digging in the ground. ;o)

Yes they do... but with ultra-low probability. Just because you (and, most likely, no one else either) has seen it happen doesn't mean it couldn't happen. Same thing is true of Monty Hall. :-)
