1) Why not?

The capacitor has to be rated for it, but the same thing could
be said about every other component you can think of, including
wires, bulbs, switches, and everything else.

2) In particular, what about the motor-start capacitors on
approximately every large motor I own? They're for sure rated
for mains voltage at 60 Hz.
