True but those cooling tower systems still use upwards of 20 million gallons of water a day. I don't know what Japan's daily water needs are to support its population, but a lack of available water may well be why so many of Japan's nuclear plants are located along their shorelines.
Lotsa inland power stations -- they use cooling towers -- the reason is CAPITALISM. i.e. any way to save money to make more profit. (of course I could be wrong and the power co. is Japanese Govt. owned.)
