The 'Fixed Stars' is the only frame that I can imagine.

Only a SLIGHT problem with the fact the stars aren't fixed. ;-)

Could a 'True General Relativist' argue (with a straight face) that the rotational frame of the earth remained constant while the tectonic shift actually disturbed the motion of the stars?!?!?!
