What he thought was, the *concept* was incomplete, that a probabilistic 
theory could only explain so much, and that it had gone as far as it 
could.  ("...by means of certain definite laid down basic concepts,... 
constitutes an optimum formulation of the connections...  Offers no 
useful point of departure for future development.")

It would be hard to believe that anyone could do a better job on the 
debates than Mendel Sachs did in "Einstein versus Bohr," (on this page:  
http://www.compukol.com/mendel/publications/publications.html), but I
