Define failure.

Inner city schools (like Providence) have been failing miserably for decades. NCLB was in no way the cause of this ongoing failure - but at least it provided a method for quantifying it. It forced really bad schools to teach SOMETHING, but unfortunately it did not properly reward schools that were succeeding (possibly even harmed them).

It was not a Republican plan. Its two main promoters at its inception were Ted Kennedy and George Bush. It became a Republican plan when teacher unions forced the Democrats to disavow it.
