I'm betting on EMP inducing eddy currents in the can.

You don't need a Faraday cage; a layer of hardware cloth
between the strobe and the can should tell you a lot.
-- Light goes through the holes in the hardware cloth.
-- Most of the EMP does not, if my guess is right.
