Maxwell's equations have relativity built into them so they are, in
principle, fully capable of answering the question.

Pre Einsteinian common wisdom viewed Maxwell's equations as strictly valid only in the preferred (ether) frame. One gets from Maxwell to relativity only by imposing the requirement that these equations (as valid physics) are valid in all non-accelerating frames. One must add the relativity postulate to Maxwell to see relativistic results.
