Why not tax credits for committing euthanasia your elderly
parents? Maybe we could issue licences and tax credits to
bounty hunters to "harvest" random individuals when the

Harvested Sapiens is said to make nutritious stew.
Not quite the delicacy level of chocolate encrusted ants, or
fried earthworms but filling. However, the trans-species disease
barrier being absent, one would need to check the health records
of intending donors.
But yes, the government has national health recording in hand, apparently.
