So, we've finally reached the point of not only taxing
someone's income or wealth, but taxing their very
existence.

Why not tax credits for committing euthanasia your elderly
parents? Maybe we could issue licences and tax credits to
bounty hunters to "harvest" random individuals when the
population exceeds certain limits - as we do to thin the
deer population right now.
