A modest proposal: some enterprising districts just
stock up on edition N-1 and adopt it. This saves a
ton of money.

Each year, as the number of books of a given edition
decreases due to wear and tear (or students deciding
they want to keep their texts ... gasp!) some fraction
(not all) of the districts will need to upgrade to
newer editions....

Y'all are clever enough to figure out the rest of the
details.

This has the nice additional effect of squashing
the market for the new edition ... thereby teaching
the publisher a lesson about version-churn.
