It may be that intelligence scales with family income, and if it does,
providing a cost barrier selects for the more capable.
Yet more than one notable (among politicians, for example) come
to mind who seem to give the lie to this premise.
If it should happen that intelligence and family income are essentially
independent variables, it may be that a cost barrier selects for the
well-heeled mediocrat, and selects against the down at heel meritocrat.
Would Rick characterize this as national-socialization rather than
socialized educational medicine, I wonder?
