what is the difference

A waveform (in a scope context) is a graphical depiction of a
time varying voltage in a voltage versus time format.

A record in this context is a data file which may be output to floppy
disk, containing a previously sampled waveform.

In this context, the timebase deflection may be initiated by signals
conforming to video inputs. The trace may initiate on sensing the first
signal conforming to the amplitude and polarity specified, or may be
delayed by a preset time delay, or by a preset event count in the signal.
