Delayed triggering is a bit of a misnomer.
There's delaying going on, and triggering going on,
but not in that order. It's more properly called
delayed sweep. What happens is that
first comes the triggering event, then there is a delay
(during which time the input is ignored) and finally
the sweep commences and useful data is taken. This has
been a feature of Tektronix scopes since the analog days,
going back 40 or 50 years, possibly longer.

This feature is not useful to beginners. Even an expert
might use the scope every day for a year and not need
this feature. But when you need it, it makes all the
difference. For instance, suppose you require
microsecond-scale resolution for the useful data... and
suppose you can't trigger using the useful data directly,
perhaps because it is a small wart riding on a bigger
signal... but three seconds (three million microseconds)
prior to the useful data there is an unambiguous precursor
that can serve as a trigger. Delayed triggering saves
the day.

between a waveform and a record,

We all know what a waveform is.
I can't say for sure what they mean by "record", not without
more context.
