Dennis Lee gets around the laws by selling "dealerships" for several
thousand bucks each. These aren't investments, so the FTC can't do
anything. And he's not actually selling any perpetual motion machines.
As a result, the feds can't automatically haul him off to jail. Instead,
each states' Attorney General must investigate Mr. Lee one at a time.
