Since in electrical matters (just as with gravitational matters) we
can write the force as a field quantity (charge or mass) multiplied
by the field strength, if the electric field is zero then there is no
force, just as when the gravitational field is zero there is no
gravitational force. It's just a lot harder to find somewhere where
the gravitational field is zero (except in a tiny region between two
massive bodies).
