Could it be that people do not pay attention to answers until they've asked
the question?
In other words, many people want to do a particular task when given
something new (like a computer or program). They are not interested in the
"big picture" and so will skim everything that tries to answer the "unasked"
question of "what is the big picture?"
The solution seems to be to do something along the lines of constructivism
but I'll let others who are more familiar with PER comment on that.
