Hey, is water-ice piezoelectric?

According to http://www.morenos.com/sec~2c.html there were researchers
in the 50's who claimed to measure piezoelectric effects in ice, but
that these effects would be inconsistent with the known structure of
ice.

I ask because one article mentioned the possibility that "barking sand"
was an electrostatic effect involving quartz. I heard the sand barking in
Gulf Breeze FL and in Oregon, and in both places the sand appeared to be
mostly quartz. If piezo effects are necessary, then maybe "squeeking
snow" is electrical too. Or maybe they are two independant phenomena.
