Subject: Eisenhower Professional Development Program

The Senate is considering elimination of the Eisenhower Professional
Development Program in the bill to reauthorize Title II of the Elementary
and Secondary Education Act (ESEA). This program provides funding for
math and science education --- training math and science teachers. Senate
Republicans plan to get the Bill to the Senate floor by [March 1].

The October 15,1999 summary of the FY 2001 ESEA discussion draft
released by Senator Jeffords' office included a set-aside of $250 million
for professional development in the areas of math and science. But some
Senators (and House members) feel that money from the Department of
Education should simply be provided as block grants to the states, without
specifying how they should be spent. In fact, last year the Dept
Education quietly granted over 1/3 of the states a waiver from that
math-science requirement, even though it was written into law.

The new FY2001 proposal has a uncategorized block fund for teacher
professional development written into it, but because of the proposed
removal of the prior Congressional $250 mil stipulation, districts could
be considered in compliance with just $1 of professional development support.
At a time when there is widespread agreement that teacher professional
development is key to improving science, mathematics, and technology
education, it is critical that the federal government maintain a floor of
specific funding in every state for this purpose.

Washington area education coalitions are asking their adherents to
contact home state Senators IMMEDIATELY with a short message
somewhat like this:

"Maintain the federal commitment to science and math education and
include the $250 mil set aside for science and math teacher professional
development within the funds directed for teacher development in Title II
of the Senate ESEA Bill "

Anyone can call the Capitol switchboard at 202-224-3121 and ask to be
connected to your Senators' offices to register your comments--time is of
the essence. Phone calls are better than emails.

... it is most effective if a person contacts his
or her own Senators.
