There was a moment of truth in dealing with foundering oil tankers,
some years ago when the British attempted to bomb a tanker into
flames. The spillage was multiplied.
An effective means of swabbing up the mess is rolls of hair -
human hair works well - which wicks up surface oil contamination.
The rolls are squeezed out and returned to service.
