I suspect that the current wire along
the axis of your "optical solenoid" will produce the largest
possible angle of rotation for a given current. But this has
to be verified.

Not quite. The beauty of this method is that neither the
orientation of the wire, the radius or, indeed, the shape of
the fiber optic loop matter; just the number of turns. The
optic fiber is the concrete embodiment of the path in the
Amperean integral. I know of no more graphic example of this
mathematical concept.
