If the water thread is uncharged it will not be deflected
by an electric field. Again, ask "Which way would it go?"
You are forgetting that an electric field exerts no force
on an uncharged object. The force you say everyone doubtless
knows is not due to the electric field *per se*; it is due
to the electric field gradient!

I'll let that sink in before I comment on photon-photon
interactions.
