I believe that I heard on an NPR news broadcast that one of the options for
Pu disposal was "burning"

That's right, and the Bruce reactor in Ontario is suggested as a "burner".
In this case burning does not mean sending the plutonium up a chimney as
smoke. It is a metaphorical burning, as the burning of uranium in a reactor,
not incineration.
