Any Form of energy will cause a time dilation due to its
gravitational effects. This would be miniscule for any reasonable
electromagnetic field (I'm not even sure it would be measurable at
all) but in principle it is there. See any of the standard General
Relativity references (e.g. Misner, Thorne and Wheeler; Wald;
Weinberg).
