We could go even further.

A friend of mine once thought of circulating a petition
to demand that ALL powers not delegated to the Federal
Government by the Constitution, nor prohibited by it to
the States, should be reserved to the States respectively,
or to the people.

But he was afraid he'd get arrested for advocating such a
seditious idea.
