Short but somewhat incorrect response, Junior College is an older name for
what now are more commonly referred to as Community Colleges. Typically
they would provide two year degrees, often called associate degrees.

Also, they would often have significant vo-tech programs as part of the
various 2-year degree offerings.

Some have morphed into 4-year colleges, others have tried to alter their
offerings to make them less vo-tech like and more university like.

Very loosely speaking you can say they are the equivalent of the first two
years of typical US colleges and Universities. But that statement is
assuming the students are involved in the more academic tracks (vs. more
vo-tech oriented tracks).

I'm sure that is a lot of variation, so there is probably a lot quibbling
that can be honestly made about what I said above.
