Thinking out of the box: a superior thermal environment
to the one you specify is to be found by burying a plastic or
copper or aluminum or monel (possibly even stainless) box with
no insulation, no heating, no cooling, a few feet down.

If inspection or replacement is a routine need, I fancy that
drilling a man hole, placing the container in contact
with the ground (above water table, or pressurizing it with
a few inches WG of nitrogen) and plugging the overhead space with
insulation would allow a measure of inspection and replacement
if it is necessary. The phone companies certainly use this
approach, wholesale!

We're building a radio telescope, and the front-end electronics at the dish
need to be in a stable environment. We're looking for a weather-tight box
about the size of a picnic cooler which has temperature controls (both
heating and cooling) to hold the electronics within a 10 degree range. Any
pointers? Our physical facilities folks have had no luck.
