With all litigation posts on the list, I'm surprised you haven't tried suing X!

More seriously, but on the same tack: X may be violating a nuisance or noise law. Since X is obviously not a friend, check with city hall. I understand phase noise cancelers are very expensive and
effective. I can't see why you should pay for it. Frankly, in my presence ignorance, I can't see why the two of you are neighbors. I consider what X did, an assault resulting in grievous bodily
harm. Get an attack attorney.
