Ludwig,
Let me just offer some talking points:
1.) To your first question - a system will seek the lowest energy that is
consistent with existing constraints.
2.) I don't think the "ultimate" question is answerable within Maxwellian
electrodynamics. Recall Earnshaw's theorem.
3.) If the charges we supply are not free to move, then we are not
supplying "carriers".
