Bill, in one of its first sections the document Bernard linked to provides this definition:

“‘Vaccine deniers’ refers to a subgroup at the extreme end of the hesitancy continuum; people who have a very negative attitude towards vaccination and are not open to a change of mind no matter the scientific evidence. Vaccine deniers may even counter-react to evidence-based arguments. The vaccine denier has characteristics that are similar to other types of science deniers and to religious and political fanatics in that they adhere to a belief that is impossible to challenge, even if challenge is the fundamental tenet of scientific progress.”
