One of the issues is that any time instruction is given, federal law
requires full compliance with students' IEPs.  A school would be out of
compliance and subject to lawsuits for any student whose IEP
accommodations cannot be met remotely.  Rather than expose themselves to
liability (plus potential investigation by the Department of Justice),
many schools are opting to either not provide any instruction or (as is
the case in my district) require that remote work not be counted for a
