I'm dubious about the production of the polyethylene required to make this
work. Refining polyethylene uses a lot of energy/oil. On the face of it,
the energy budget seems unlikely to come up carbon neutral.

However... if you could do this with recycled polyethylene, perhaps there
is a net reduction in CO2 from what is being produced now.
