That's fine for Palo Alto and Beverly Hills. Money doled out w/ minimal oversight is a Republican goal. Certainly not satisfactory in many districts. It's similar to the conflict between security and privacy.

And govt. intervention could raise poorly performing districts w/ out depressing well performing. That's for what must be fought.

p.s. The state "took over" the governance of the Alisal district for about two years. Police were necessary at board meetings. The state educated the board in governance and assisted in policies that increased performance. Progress was good, so the state withdrew earlier than planed. (Teacher Gate Keeper Seese retired before the imbroglio.)
