I too fail to understand what is nastily "redistributive" about a carbon
tax or fee. Is it somehow "redistributive" to require a deposit on bottles
as is done in many states, to encourage recycling and thereby avoid public
cleanup expenses? Is it "redistributive" to add some cost to a computer to
cover its future disposal? The only "redistribution" is the search for
mechanisms to do full accounting of the costs of goods, and to avoid all
gains being private and all losses being public.
