There is no "chemist's convention regarding electric dipoles".
Some chemistry books do it the logical way; some don't.

Constructive suggestion: If you are ever forced to draw one of the wrong-way
arrows, put a "+" sign on the tail of the arrow, like this:

There are also a number of issues concerning "the" dipole moment of an object
that has a net overall electrical charge.
