I don't understand how professor Hake does his counting. To quote:
"it
is not an infringement of copyright for a library or archives to reproduce
no more than one copy of a work, and to distribute such copy,"
If I make a copy of a work, and distribute it to 75 people, each
one receiving a copy, how many copies of the work have I distributed,
and how may times the price of the work has the copyrignt holder
been deprived of?

Jack
