My point was (is) pub. schools can not because of Federal and most state restrictions. It's possible for private schools to do it.

I know of one whose physics teacher is a grad. of AZ and is a "modeler".

This all assumes "we" are teaching thinking and practice in
addition to physics "factoids". Only private schools may do this?
