Yes, it's idiotic but no, you're not imagining it.

A year-long experiment was proposed. The proponents were serious. It
would have put money in the pockets of the utilities ... at the expense
of consumers. It's pretty much the opposite of smart. It's pretty
much the opposite of modern, which is all about managing the resources
more closely, not less closely.

The anti-idiocy forces were able to block the experiment.
