They could be confusing boiling points in Celsius and Fahrenheit - then they might think that 116 degrees does boil water...

OR Maybe they really know their stuff and are truly devious science nerds, in which case they may be technically correct - 102 degrees fahrenheit is well above the boiling point of water at about 1/2 psi (around 80 degrees does it then)...
